It's a write-in bid (the filing deadline has passed) against Raleigh in 2010. No, it's not a hoax, it's a serious bid, they already have all their contracts in place, because they already have a convention in the works.
Not necessarily. The bid for Raleigh is on the ballot; the bid to combine Westercon with NASFIC is a write in. The combined Westercon/NASFIC is not a certainty.
The chances of Pasadena winning the 2010 NASFiC are pretty low, actually. There's no real campaign, and it's barely a month out from the vote. Raleigh has been campaigning for 2010 for over a year.
